VANCOUVER, British Columbia — A 30-year-old man was charged with multiple counts of murder on allegations he killed 11 people when he rammed a crowd of people at a Filipino heritage festival in Vancouver, as hundreds attended vigils across the city for the victims and the Canadian prime minister visited the site on the eve of a federal election.

Charges have been laid against a man after the attack on a Vancouver Filipino festival on Saturday night that killed 11 people. British Columbia's Court Services Online says Adam Kai-Ji Lo faces eight counts of murder.

The incident, which took place at a Filipino street festival, was unlikely to be a terrorist attack, police said. The suspect, a 30-year-old man, was known to police from prior mental health calls.
